Mercy is said first
Before any command or warning, the Quran opens by describing Allah as merciful, twice. The order matters.
Every surah except one begins with the same line, and it is also the first verse of the Quran:
In the name of Allāh, the Entirely Merciful, the Especially Merciful.
Two of the three names in it describe mercy: Ar-Rahman and Ar-Rahim. Both share the root ر-ح-م with rahm, the womb, where a child is formed and cared for before it can ask for anything.
This is the first thing the Quran says, before any command, prohibition or warning.
Mercy Allah has taken upon Himself#
And when those come to you who believe in Our verses, say, "Peace be upon you. Your Lord has decreed upon Himself mercy: that any of you who does wrong out of ignorance and then repents after that and corrects himself - indeed, He is Forgiving and Merciful."
No one can oblige Allah to do anything, but here He describes mercy as something He has decreed for Himself. The verse then explains what that means: whoever does wrong out of ignorance, then repents and puts things right, will find Him Forgiving and Merciful.
How far it reaches#
And decree for us in this world [that which is] good and [also] in the Hereafter; indeed, we have turned back to You." [Allāh] said, "My punishment - I afflict with it whom I will, but My mercy encompasses all things." So I will decree it [especially] for those who fear Me and give zakāh and those who believe in Our verses-
Punishment is for whom I will, while mercy encompasses all things. The verse then names those for whom mercy will be especially written, but it first says that mercy reaches everything.
Do not despair#
Say, "O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allāh. Indeed, Allāh forgives all sins. Indeed, it is He who is the Forgiving, the Merciful."
This verse speaks to those who have transgressed against themselves: people who have done real wrong and know it. Allah still calls them My servants.
What the verse forbids is despair. It tells them Allah forgives all sins, so the door is not closed. The next verse says what to do:
And return [in repentance] to your Lord and submit to Him before the punishment comes upon you; then you will not be helped.
The way back is open, and the instruction is to return to Allah before it is too late.
Why the order matters#
The Quran starts with mercy, and repeats it at the beginning of 113 surahs. Every command that follows comes after it.
