One surah begins without the basmala
Of the 114 surahs, only one does not begin with 'In the name of Allah, the Entirely Merciful, the Especially Merciful.'
The line bismillahir-rahmanir-rahim opens every surah of the Quran except one: Surat At-Tawbah, the ninth.
Al-Fatihah is different for another reason. There, the basmala is not a heading. In the standard numbering, it is the first verse:
بِسْمِ ٱللَّهِ ٱلرَّحْمَـٰنِ ٱلرَّحِيمِ
In the name of Allāh, the Entirely Merciful, the Especially Merciful.
So of the 114 surahs, 112 have it as a heading, one has it as its first verse, and one does not have it at all.
